OpenWRT cmdline mem_size= parameter too small

I am using OpenWRT 18.06.2. The RAM size allocated is 1/4 the RAM size available:
# cat /proc/cmdline
8250.nr_uarts=1 bcm2708_fb.fbwidth=656 bcm2708_fb.fbheight=416 bcm2708_fb.fbswap=1 vc_mem.mem_base=0xec00000 vc_mem.mem_size=0x10000000 dwc_otg.lpm_enable=0 console=ttyS0,115200 kgdboc=ttyS0,115200 console=tty1 root=/dev/mmcblk0p2 rootfstype=squashfs,ext4 rootwait
It SHOULD be `vc_mem.mem_size=0x40000000` but is only `vc_mem.mem_size=0x10000000`

When running debian on the same device the memory size is `vc_mem.mem_size=0x40000000`

Where is the parameter (build or boot time) that determines this RAM memory size parameter?
