I use the RPF power supply and a Y micro USB cord to connect both the Pi and the screen. If I use the jumpers then I plug the power supply into the Pi. If I power the display and use the jumper wires to power the Pi I get lower voltage warnings.

You can use a USB-A to USB microB cable to power the Pi from the display.

AIUI, for current/newer Pi's it can be used to power the Pi (with the main power feeding the display controller board first)** Connecting (shared) power via GPIO connections is an alternative method (and, IIRC, additional GPIO connections may be required with some, older, pi/display combo's to give full functionality eg. backlight control ...)
Trev.
** As I did here with a P3A+ : http://www.cpmspectrepi.uk/raspberry_pi ... splay.html
Still running Raspbian Jessie on some older Pi's (an A, B1, B2, B+, P2B, 3xP0, P0W) but Stretch on my 2xP3A+, P3B+, P3B, B+, A+ and a B2. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm

I meant what is that extra usb port on the raspberry lcd plate? I'm talking about the USB port not the micro USB that powers it. why did they put a usb port on that plate?

It is for what people have already told you. It is for a power output that can be used to power the Pi itself with a short USB cable. It does not carry any USB data.
