Measure Urbanisation with NoIR camera

My team needs to measure urbanisation on the Earth. We had an idea to measure Co2 but we cannot create a spectograph to do it without something to diffract the light. Is there a way to measure Co2(which is ideal) or another way to measure urbanisation

What's stopping you diffracting the light?

Surely you could use a diffraction grating (& camera/CCD) to get a spectrograph?

I'm guessing that this is to run on the AstroPi units on the International Space Station so adding a diffraction grating probably isn't that simple.

Could you try to measure light pollution instead? If the ISS flies over an area at night perhaps you can detect the light from cities etc.
