You are correct, 16 mm from the top of the circuit board to the top of the USB sockets.
The USB sockets are the highest component, but the Ethernet socket pins are a bit longer under the board. The USB sockets have an insulator under the socket (at least on the Pi2), the ethernet socket sits directly on the board.
I have not seen a mechanical drawing showing the Pi2 or 3 in profile, so I had to take my own measurements when I dimensioned my stack case, see pics in my post. I have a page of measurements, or you can just make your own, a caliper is less than $10. If you need another dimension besides the height, feel free to ask here:
