That is how it is supposed to be, you need an active Internet Connection to be offered Operating Systems suitable for whatever model of RPi have... .

That is how it is supposed to be,

Not according to the documentation you cited:
NOOBS Full includes the installation files for Raspbian Full and LibreELEC only.
or the official Raspberry Pi download page:
NOOBS is an easy operating system installer which contains Raspbian and LibreELEC.

So maybe this is one of the many things that has been 'broken' in the June 2019 software releases?

Which RPi model?
There are now 3 versions of LibreELEC including a new version for RPi4.
I think NOOBS only includes one of them. So if your RPi model does not match then it won't show in the list.
It may be that the one NOOBs does not support RPi4?
Unless specified otherwise my response is based on the latest and fully updated Raspbian Buster w/ Desktop OS.

The download of https://downloads.raspberrypi.org/NOOBS ... v3_1_1.zip has only a Raspbian entry in the os folder.

The fault is not yours. The content of the download does not correspond with the documentation.

If there is a version of LibreElec that is compatible with your RPi board then it should be possible to get the NOOBS Installer to install it via the online option.

LibreELEC for the Pi4 was not available at the time of the launch, so it was not included in the full version of NOOBS or PINN.
A Pi4 compatible version is now available online for download.
It will probably be included in the next full version of PINN, and I assume the same will happen for NOOBS, but it's not for me to say.

Bear in mind, that there is a limit to the number of OSes that can be included in the full version of NOOBS/PINN without RISCOS becoming unable to be installed, and now with 3 different versions of each OS to include, this may limit what can be included.

It just takes time for these additional OSes to be made compatible and included, but they will always be available online first.
I will be adding more to PINN as they become available. AFAIK, there is only Raspbian, LibreELEC and a test version of Raspex based on Ubunutu 1804 that are available for the Pi4.
PINN - NOOBS with the extras... https://www.raspberrypi.org/forums/viewtopic.php?f=63&t=142574
