HandiCap robotic arm

Okay, ask as many questions as you guys need to because I am sure this won't make sense.

My cousin has Duchenne Muscular Dystrophy, putting him in a wheelchair without the use of his arms or legs and needing someone to feed him. However, he can hold say, a ps4 controller. My idea is to make a robotic arm that he can control via some type of remote he is able to hold, or even his phone, so that he can feed himself. A couple things this arm will need:

Plugin or wireless, They travel a lot
It needs to be able to pivot 360 degrees on 3 axis
It needs to have a hand of some type to pick up and drop utensils/napkins.

This is phase one, phase two will be to integrate "waypoint" software so the process can be automated so he doesnt even need to control it, rather press one button so the program starts, or even say a trigger word that starts the program.

I dont know if these things are possible but its a project i am willing to take on, i just needed to consult someone before hand.

If not, I am currently trying to make something very similar.
If I am able to make it, I will be happy to share it with you and anyone else who is in need of such device.
