NOOBS 3.1.1 & fake-hwclock needed?

Do i need to install fake-hwclock if i use NOOBS 3.1.1?

NOOBS is an Installer.

Does it need accurate time information?

How would you modify it to use this module?

You cannot install anything in NOOBS. It is read-only.
If you connect it to the internet, it will get the current time from the RPF server in order to access https URLs.
Other than that it does not know or need to know the time.

I was trying to say that do i need to install fake-hwclock if i use Raspbian Buster June 2019?

No. It's already installed through systemd.
Type `systemctl` and you get a list of services including...

fake-hwclock.service   loaded    active exited    Restore / save the current clock
