Water meter with a sim card

I want to install a water meter. I was looking for water meters that could transmit their data once a month to my server using a non-consistent Internet connection, like a sim card.

I didn't find it, so it seems that I need to build it myself.

Are there projects that I can combine to achieve what I want?
