Phone to RPI3 inbuilt wifi

How do I use my smartphone to connect/detect a Raspberry Pi 3 inbuilt wifi?
I dont need the internet. Just the connection between these 2 through wifi.
Any help will be much appreciated. Thank you! :D :)

Well I know that there is a hotspot thing with iOS, but not entirely sure with android otherwise I'd say connect it to internet first.

Well you can setup your smartphone as a hotspot and direct the Pi to connect to it, or you can do the revers and setup the Pi as a hotspot and connect your phone to it.

Thank you for the heads up! I ran into a problem though when running command;

sudo service dhcpcd restart
sudo ifdown wlan0
sudo ifup wlan0

What I got was,
for command "sudo ifdown wlan0";
ifdown: interface wlan0 not configured

for command "sudo ifup wlan0";
RTNETLINK answers: File exists
Failed to bring up wlan0

It sounds like either wlan0 is not assigned a static IP or dhcpd is still controlling that interface.
