you want to say that you already had a situation where the putty login worked?
you remember what you changed inbetween?
check RPI IP
if the router give that IP to a other device at boot the RPI could get a new IP.
and check if SSH enabled again.

No the IP stayed the same and I looked up every possible way to turn on SSH and it is definetly on. I can get VNC to work but is there a way to transfer files with VNC?

It just came to my mind when I tried another session, what does port 22 mean?
Could it be a promblem with that?
Also what other ways can I connect to my pi with being able to transfer files?

Hello,

'filezilla' works from the RPI and there is a Windows version, its just drag and drop.

Hi ,

I'm only a few weeks into the Pi and had similar problems. I can't remember exactly what they were or the solutions but I eventually bumbled through them and it all works fine now. I found WinSCP the easiest program to install on my PC. It just seemed to have all the right default settings so it worked straight away. I am not sure if it is advanced at FileZilla but it does everything I need.

Might be worth a try?

Good luck

Yes the RealVNC viewer has a built in file transfer tool. You can easily transfer files in either direction. Look in the toolbar top center of screen.
Also Copy & Paste works either direction.
Unless specified otherwise my response is based on the latest and fully updated Raspbian Buster w/ Desktop OS.
