Learning Python is a good start. I'm working on that now, too. Python works well with the RPi, and there are libraries to do just about anything you could want to do.

There is an Arduino like library for programming the GPIO in C called wiringPi.
Instructions for installation and use are at: http://wiringpi.com

The camera board is much easier to use from Python
thanks to the picamera library IMHO.
But if you need performance you will propably need to switch
to C which will make your life complicated.

So my suggestion is to at least write a prototype with
Python and picamera and only if it is too slow port it to
C.

• Don't like the board ? Missing features ? Change to the prosilver theme ! You can find it in your settings.
• Don't like to search the forum BEFORE posting 'cos it's useless ? Try googling : yoursearchtermshere site:raspberrypi.org

All learning is good. Learning Python to play with the camera module is good. Maybe you'll need to learn something different or better later, but you're on the right track for now.
