Where can I check a rasbian package changelog?

For ubuntu packages, you can browse to the site packages.ubuntu.com and after searching for your package you can go to see the changelog (such as this)

Where can I check for this information in raspbian? Also it would be needed to open issues for raspbian customized packages (such as openresolv).

You have "packages.debian.com" which I use frequently, but of course it only contain the history for the packages that are identical in debian and raspbian.

So if you go to the page for a package for example: https://packages.debian.org/buster/libncurses5
and on the right side you have links to changelogs etc.

I find it unlikely that the foundation has similar structure on its more specific Raspbian changes, but you can report bugs here https://github.com/RPi-Distro/repo/issues I believe.
( there are separate tracker for firmware and kernel )

Or look at /usr/share/doc/$PACKAGENAME/changelog.gz

Hopefully RPT update that file on Raspbian as well or produce their own version.
