Overclocking seems not to be working

Hello,

I've trawled lots of forum posts but have not found the answer to my question. Put simply, I can't get my CPU to go over 700MHz.
I've started with a fresh install, set the Pi to turbo mode, enabled the GUI Freq monitor for observing but no matter what I do with the Pi I cant see any evidence its gone over 700MHz.
The command:

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
always returns 700000

I have installed quake3 and it runs very well and the Pi doesn't crash, but I can't 'see' what the CPU is doing at that moment so I don't know if the governor has engaged.

Can anyone suggests a method that will force the CPU over 700 that allows me to prove the CPU increases the speed in a terminal window or the GUI icon?

I'm scratching my head wondering if my Pi cant possibly operate faster than the default speed.
