QEMU is your best choice - there are a number of threads on the topic which will walk you through the install and configuration process. When set up properly, QEMU will boot directly from an .img file on disk (the ones from the download page work fine), but will not boot from a USB directly (although there is nothing to keep you from using your .img file after you get everything set the way you want to create a bootable SD card for when your Pi arrives)

Rather than rehash this, I'd suggest you search for the topic 'Emulating Raspberry Pi in Windows the easy way' This includes downloads, instructions and comments and questions from users at a variety of levels. Following the info there you shouldn't have any trouble getting it to work.

The Debian image is the one available from the RPi Foundations download page - you can also use the Arch image available there as well. Download it to your windows system (I.e. to a file Debian.img) then make sure that when you have everything else set up the way the instructions tell you to, that you Qemu command line references the file you downloaded (again, for example Debian.img).

Good luck!
