Which Pi?
What OS is installed?
Did you activate ssh?
What system are you trying to connect from and how?
What error messages (if any) are you getting?

but definitely you cannot access it (whatever it is) if it is NOT powered...has no Operating System, and no network connection of sort....

Yes often the result of the user not setting things up correctly.

90% of the time I have had this problem it was because I was a little rushed or distracted and completely forgot to add the ssh file onto the card after disk imaging-DOH
The other time was that I had not put the right image version on for my pi, hadn't powered up (yes I know!) and using images with user and password that are not standard raspberry ones.
Double check hardware setup, double check software then research helps :0)
