can you boot raspbian with pins default output on?

seems to default pins are input, which with rgb leds hooked up to sink to pins does have a nice low level all leds on type effect, but want them to perhaps start like that but then instantaneous all off... or individually from low-light effect to each off...

but not, low light off, full on, full off, as using sys/gpio does...

maybe it is that they default to "floating" which would be nice to be able to set through sys/gpio like 1 level of pwm so could have

a) off (1 or 0)
b) floating low light pwm (some hazy state which seems more like near 1 than 0 in my sink to pin set up)
c) full on (0 or 1)
