Noobs won't work with Display

When using Noobs I can not get the Display to operate.
I'm using a HDMI to VGA adapter on Raspberry Pi 2

If I install Raspbian-Jessie and make the following modification to /boot/config.txt :
hdmi_force_hotplug=1
hdmi_group=2
hdmi_mode=16
hdmi_drive=2

I can get the Display to work fine

I do not use Noobs to install Raspbian, I install it with dd .

How can I get Noobs to use Display ?

I also got Ubuntu Mate display working with the above settings.

If you're competent enough to get Jessie running by dd'ing it to a card you do not need NOOBS. NOOBS will just frustrate you and steal up to 1.5GB of "wasted" space on your SDCard. Stick with the stuff you've got working.
