Need help: how to format USB HD in ext4

Hi guys,
I'm installing Raspbmc on my new Raspberry B+ and I'm thinking to format my USB 3 1TB HD in EXT4 format but... how can i do it since I only have MAC OS and Windows?
Can you please help me to format the HD from the Raspbmc?
Could be a good idea to make also a little FAT32 partition so that I can put on it the Win and MAC sw to read/write EXT4 partition in case of I need read/wite directly from the PC/MAC?

The tools you want are parted, or fdisk, and mkfs.ext4.
