ubuntu 18.04.1 armhf dosent boot on rpi 3b+

i have raspberry pi 3b+.
download this link: http://cdimage.ubuntu.com/ubuntu/releas ... pi2.img.xz
and write img on my SD card:

xzcat ubuntu-18.04.1-preinstalled-server-armhf+raspi2.img.xz | sudo dd bs=4M of=/dev/sdc
i changed config.txt on system-boot partition:

kernel=vmlinuz
initramfs initrd.img followkernel
#device_tree_address=0x02000000
and copy bcm2710-rpi-3-b-plus.dtb file on system-boot partition.

i downloaded raspberrypi bootloader:

wget http://archive.raspberrypi.org/debian/pool/main/r/raspberrypi-firmware/raspberrypi-bootloader_1.20181112-1_armhf.deb
dpkg-deb -x raspberrypi-bootloader_1.20181112-1_armhf.deb /tmp/pi-bootloader
sudo cp /tmp/pi-bootloader/boot/* /media/sosha/system-boot
/media/sosha/system-boot=system-boot
sdc1=system-boot


and insert CD card in my rpi and wait to boot, but i see black screen. Green LED is off but Red LED is on.

where is problem?
Where did i make a mistake?

You could always use a u-boot kernel to boot from the ARM64 installer ISO stored on a USB.

Canonical have also provided instructions on how to configure the RPi2 Ubuntu Server image to run on a Pi 3.
