Motion library problems

Untill 2 days ago my pi camera was working fine with Motion. Then the daemon stopped loading and I could not get the server to stream on local internet.
I tried many things, even reinstalled the latest raspbian and afresh install of Motion but the problem persists.
Using
sudo service motion start
produces no errors but
sudo service motion status
reports:
motion.service - LSB: Start Motion detection
Loaded: loaded (/etc/init.d/motion; generated; vendor preset: enabled)
Active: active (exited) since Sat 2018-11-17 18:29:20 EET; 14min ago

I then noticed that two motion directories, one in /var/lib and the other in /var/log that should be there were missing. Adding them did not solve the issue.

I believe that there is a new version of motion put out recently. Could this behaviour be a bug?
any help wil be greatly appreciated
