Underwater ROV

I am trying to build an ROV using a raspberry pi to control the ROV’s motors and to live stream video. Do I need to use ESCs or are relays sufficient to connect the motors to the pi? Also what python code could I use to control the motors using the pi. Many thanks.

relays turn motors on or off and that's it, with esc-s you have throttle control.

Is the rov tethered - how do you stream video?

My intent was to tether the ROV with an Ethernet cable connecting the pi to my computer, streaming video through the pi’s camera. What would a wireless connection involve? Many thanks.

Wireless or rather most RF doesn't work very well submersed in water which is why all ROV's are tethered via a cable to the surface.

Yep - Remotely Operated Vehicle suggests that you are able to communicate with them
The class of underwater vehicles that don't require a tether are called AUVs. Autonomous Underwater Vehicles. Significantly more complex to develop.
