Controlling Pi rover over a hosted html page

Writing a mobile app requires Java knowledge and I don't know Java. So the best option would be for me to connect to the Pi's SSID via any device that has a web browser, and then control the motors & see camera from there.

I don't want any solution that connects the Pi to my local network and requires me to connect the same network to view the page. Because I want to take it outside far from my router.

So I'm looking for any solid tutorials & how to's regarding these steps.

Try looking into hostapd, then you can set up the RPi (either a v3 or one with a suitable USB WiFi adapter) as the access point and use a mobile device to connect to it.
