Slow pi boot time to fit into network?

So in my scenario, i have 36 pi's that need to connect to a 37th pi thats acting as a wireless hotspot type deal.

Heres the issue, they all turn on at the same time, so im having issues with them automatically connecting.

Can I slow down the boot times of the 36 pi's so that the 37th pi is up and running in time for them all to connect to it?

sleep 60
into /etc/rc.local and you'll delay things for 60 seconds during boot.

Use the raspi-config wait for network option and you can delay things until the network comes up.

Replace your #37 Raspberry with a proper dedicated WiFi AP and you'll solve all the problems in an instant.

Keep #37 running, don't ever power it down and things will work better.

Thanks for your help, ill do the rc local thing.

Also this setup is on a vehicle, so the less pieces on it (no router) the better + when the vehicle is off it obviously cannot power the pi's.
