Do you want to design a GUI or just have a graphical IDE for development ?

A GUI design tool will depend on the GUI framework you will use.

QtCreator is what you need if you want to use Qt as GUI framework for example.
GTK has Glade, WxWindows has WxWidgets.

Use codeblocks as an IDE. May be necessary to update g++ (sudo apt-get installdependancies) does the trick.

With a couple of plugins you can develop and debug for RPi from Visual Studio. For remote compiling and debug you will need WinGDB http://www.wingdb.com/ and for python you will need Python Tools for Visual Studio https://pytools.codeplex.com/
Python tools are free but WinGDB is not, plus WinGDB requires Visual Studio Standard edition and above.

You could also use the mono libraries the link below shows how to install it an run a c# program but I can remember seeing someone use mono on debian to program in c++
