This is fixed in yesterday's firmware commit.

rpi-update should be safe for you now.

Hello,

I just wanted to give some positive feedback about the update:
I have tried it today on a 512MB Model B and for my use case it seems to solve the USB stability problems of the former firmware releases. Using my external harddisk works again with the current firmware (dated Oct 1 2013 00:40:37) and the current git kernel (3.11.y branch, c9f21f0).

I wanted to update as well. I've rebooted several times since I used the new firmware with no problems whatsoever. I just read that it's been fixed now, so I'll do a rpi-update and hopefully all will still be well! I really appreciate all the assistance.

Bumping this slightly old thread because I'm having this same issue. Running Raspian, one USB webcam attached. If I run with dwc_otg.speed=1, I don't seem to get these issues, but limiting the cam to 12mbps results in poor streaming.
Any help would be appreciated.
