buster pi3 iscsi root partition

Hi,
I have several pi2 and pi3s which I use with stretch and jessie. They have /boot on an sd and all other partitions on iscsi. This has worked really well for me. But i'm finding with buster that the same configuration is not working any longer and cannot create a / partion on iscsi with buster in the same way i used to.

I dont seem to get as far is ISCSI as the network is not appearing to start up for me...

My /boot/cmdline.txt looks like:

I regenerate initrd.img and rsync the filesystems onto ISCSI storage so that they are up to date with the sd card.

which is new to me. Is this potentially causing my problem here?
