can a RPi be used to control a concentrator unit ?

Hello every body, I do an internship about solar tracking and I should use a Rasberry Pi 3b+ two control a solar panel. But before to encode the device, I would like to be sure the RPi is enough powerful to my problem:
- Is there enough hardware to control two motors and 4 sensors ? (I suppose it can do it)
-I would like to generate very low frequency (1Hz) by PWM. I saw it can work with very high frequencies but is the bitness of clock enough to work with very low frequency? and with how many bit?

It certainly has more than enough "control" but in terms of driving motors and interfacing with sensors, I personally would use a Motor Hat which is specifically designed for the job.

And do you know how what is the bitness of the intern clock, we thought around 10 bits but it's very hard to find this information.
