How to use RPi as a robust LTE-based access point?

I want to put a LTE dongle on a headless RPi and hook it up at the family cabin so I can check out the cameras occasionally to make sure all is shipshape when we can't get out there.

I've had minor success with this in the past with a 3G modem (though very slow), but it was a real headache as it would frequently hang or lose its connection. I tried all manner of scripts but would still run into problems where someone had to remember to unplug it and plug it back in the next time they visited.

Is there an easier way to automate all this robustly with an LTE dongle? Ideally it would:

1. Automatically detect disconnections and reconnect
2. Automatically detect hangs and reconnect/reboot
3. Reboot safely (I heard the LTE modem needs to be shut down properly before rebooting? Not sure)

If anyone has any tools/utilities to recommend I'd really appreciate it.
