f2fs-tools version

It seems that as of 11/26/18 f2fs-tools is a very old version:
F2FS-tools: mkfs.f2fs Ver: 1.7.0 (2016-07-28)

Who/how/when does a new version get added to apt ?

Generally it doesn't. Not until the next OS release ("Buster" in this case).

Rasbian (for the most part) tracks Debian. Debian has a policy where they release a "Stable" version of their system every couple of years or so. Lots of testing goes into that. When the version is close to release, there is a "code freeze", which means no new versions of software are allowed in, only major bug fixes and security updates. Once released that policy changes to Security updates only, which are back-ported to the included versions.

Some people hate this idea. Some love it. I think it makes sense. The argument is that you may be running a critical application on a server and you run an update. Suddenly the command "foo" no longer accepts the "--baa" argument, it has been replaced by "--wool" and your application crashes. Debian (and therefore Raspbian) guarantee that will not happen during the life cycle of one of their Stable releases.

Sometimes the RPF will add updated versions of packages to the Pi specific part of the repositories, but only after much testing on Pi hardware.

The next release of Raspbian (Buster) will have f2fs-tools 1.11.0-1 (this may change before it is properly released). If you have a real need for that you may be able to add the Buster repo and use pinning to prevent pulling in all of the new things.

Hi,

You can use apt version pinning to get packages from the later releases, you need to be careful though as it can cause mayhem, for this though it would be OK...

This what I used as a reference, you will have to take into account the new release names but it worked fine for me.
