Kodi playback is choppy and laggy 400% kodi.bin usage

Hello i think that after my last rpi-update suddenly i cannnot watch any video in kodi....either through my usb devices or iptv, netflix,etc.. i have rpi3b+ and kodi 18.3 (multimedia repo) with raspbian buster. The cpu usage is 100% with extreme temps. i set fake gl or full with no result..If i set legacy i have not X(in raspi-config).
Any help/ idea?
Is there any easy way to roll back my firmware? Also i formatted and made a new raspian sd card with same results...

Also kodi.bin cpu usage is 400% !! i can not navigate to menu!i set legacy driver ->result no X -> solution compile fbturbo but still 400% cpu usage..
Fake gl -> same results..
Full gl -> flashing monitor... I cannot work..

opening kodi through terminal i am taking this ->

Also with mpv

but i have checked old raspbian(stretch) and i made a new raspbian buster...The firmware located at boot partition? Is that right?So there is not any firmware update! for the time..or there is??

Also with new compiled fbturbo and old legacy driver from raspi-config top shows kodi-x11 at 400% cpu...but it is weird.. X11?

just try buster fresh and see what happens
however I think the kodi stuff in buster is not brilliant so try the noobs / libreelec for decent playback

i tried fresh buster...the same problems..
and with libreelec...the same
only with osmc and 720p i can see a movie..or i can stream netflix..with 1080p i had the same problems..

ALso same problems with gentoo64-rpi ubuntu mate and archlinux...Technically where the firmware located?

I tried with Raspberry pi4!! same problems!!Unbelievable.....
I found that the problems magically disappeared when i use a fan! So the common problem is the temps....so what can i do with the temps?

Kodi Leia 18.3 for RPi4 with Raspbian Buster plays well , videos not choppy, audio (although HDMI and Analog only, DAC HATs not supported) also in sync with video.
gpu memory set at 264

Kodi Kypton 17.6 in Raspbian Buster (RPi3B+ and earlier models), user interface choppy, and other symptoms as presented by OP.
Installing Kodi Leia 18.3 in Raspbian Buster for RPi3B+ and earlier models does not run, its built specifically for RPi4B only!

Kodi Leia 18.2 on Raspbian Stretch is the only option for RPi3B+ and earlier models...

i have these problems with pi4...unfortunately... but when i fanned the motherboard everything is OK. Could you send me the cmdline txt and config txt? Also in raspi config your choices gl, 4k etc..?

except for the gpu mem setting of 264mb, the rest of the settings are in default in config.txt, cmdline.txt, and raspi-config (hostname and password changed of course)

as you get better response with a "fan cooled" system....
try getting a 5v fan and install it properly to your setup

if you have heatsink (minimum size 14x14x5, better if 20x20x6) with you better attach it properly to the SOC (dont do this while power is supplied! never! you've been warned!)
if you have none at the moment somebody in the forum tried sticking a stacked copper coins over the SOC as makeshift heatsink.

also check the forum for other cooling methods for the RPi4B, there are quite a number in there

i have installed 2 heatsinks(passive)...is it strange? Maybe a faulted device?

Some cheap heatsinks use non-thermal attachment methods (basically generic double sided tape). This tape actually acts as an insulator between the cpu and heatsink, such that you get worse thermal performance than with just a plain cpu. Good heatsinks use special (read expensive) thermal tape that has better thermal characteristics to achieve the maximum thermal coupling between the cpu case and the heatsink. A better solution is to use thermal paste between the cpu case and heatsink, but then you need a seperate method of holding the heatsink in place.
