Cannot Install Packages

I have a Raspberry Pi 3 setup up with multiple OSes using PINN on a 1TB WD PiDrive. I am trying to use the add/remove software to install "stuff" but it will not install anything. A box pops up for me to enter my password, then it shows the downloading and installing but then nothing happens. Nothing is installed. I even tried install from the terminal and I did not have any success there either. Will someone please help me? Oh and the OS that I am using is Raspbian with the C-STEM on it.

What package are you installing?
Not all packages will create an entry in the menu.
Sometimes you have to search all the menus to find it.
Installing something on one OS does not install it on any others.
IMO synaptic is a much better package manager:

sudo apt update
sudo apt install synaptic
The start icon will be in Preferences.
Unless specified otherwise my response is based on the latest and fully updated Raspbian Stretch w/ Desktop OS.
