[3B+] MAC problems

I've just freshly installed Raspbian, and i've run into a problem: My router doesn't allow any device that hasn't been whitelisted access to the Internet or any other device on the local network. On first boot, everything worked. MAC allowed, no issue. Updated kernel, rebooted. I can't connect anymore. Turns out the MAC address changes every time I reboot.
Yes, yes, "not possible, MAC address is baked into wi-fi module" I KNOW THIS, this is why i'm concerned! The ethernet controller doesn't have this issue, so it's just the Wi-Fi device, and i'm using the onboard Wi-Fi device, this is also a fresh install of Raspbian that's only been updated, so it's probably not a package or anything...

Is it fixable or should I try to send it back to Adafruit?

(Does Adafruit even take things back???)

This will also give you a good idea of any google search terms to look for.

Looks like it would not find the systemd method. For that you would have to google
'mac spoofing systemd link' or something like that
