No video with JDA213 hdmi-to-vga

I have a RPi3, running Ubuntu 16.04, attached to my TVs VGA port using a j5create model JDA213 powered HDMI-to-VGA adapter, I had thought perhaps the adapter wasn't getting enough power, but even with a 12W/2.4A USB adapter it isn't putting out a signal over the adapter. Attaching to an HDMI connection comes up fine.

I have tried the suggested tweaks in the /boot/config.txt file (below) with no success.

If there's a different distro that might work better I'm willing to try it (still dabbling with it right now, so I can wipe and re-install at will). I like this setup mainly because it runs MATE desktop.
