Overclock question

So config.txt script show im running 700MHz(default at safe)

Sudo raspi-config shows I'm running at 900MHz(which says default to safe)

Basically system reads config.txt=700MHZ. Terminal sudo raspi-config =900. Which is correct?

You can check the current max and min clock speeds by checking these "files" in /sys

pi@raspi3 $ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_min_freq 
600000
pi@raspi3 $ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq 
900000
That shows that my Pi2 will idle at 600MHz, but increase to 900MHz when busy.

So i did exactly as written.
But...
/sys/devices/system/cpu/cpu0/cpufreq/scaling_min_freq(and scaling_max_freq) says its not a directory

/sys/devices/system/cpu/cpu0/cpufreq is accessable though

FYI
When i hit ls. sys/devieces/system/cpu/cpu0/cpufreq $ ls
it shows 14 items(none are bold btw)

I've had issues with Noobs to where some items did not download properly and had to Config.txt some items per legitimate help too

Thoughts?
