Best thing is to contact the library first and see if they can help you approach the council with a plan. Cost, space and safety will be three concerns you need to at least have an idea on how to address with a basic idea of what you want to do (NEVER use the phrase ‘play with the Pi’
It could also be worth checking if any grants or support are available from local companies (and it does not have to be technology based - but they are good for a start) in exchange for sponsorship (even simple ‘thanks to xyz’ on the bottom of the worksheets)
