Try adding "rootdelay=25 rootwait" to the end of the cmdline.txt. Your drive may not intialize fast enough for your pi to see the drive is there. Yes looks as if the drive itself is bad, but the usb controller seems to be working. You could always swap in another drive to test the controller if you have another laying around.

I have an old card that is finicky, i have to use the official sd card formatter to reformat the card before i can use etcher to flash a new image.
Download this and see if formatting your card with this utility helps.

Are you mounting the devices by UUID or PARTUUID in /etc/fstab? If not, and you are instead using /dev/sda* then that's your problem. There is no guarantee a given device will be assigned the same /dev/sdx ID from boot to boot (unless it's the only USB storage device). You'll need to edit both /etc...

You will need to use a USB hub if you connect more than one hard drive to a pi. The in rush of current needed to get 2 hard drives up and spinning is too high to have any current left to actually boot the pi.

I have found Plex to be extremely picky about video format. The only format that I've found that it picks up every time without fail is AVI.

From the way I read that guide that's what you'll get, your pi will connect to the VPN through your phone and you can go from the Pi's Ethernet to the wan port on a router. Yes it's possible, but I don't know why you would want to limit your bandwith when there are VPN routers out there that can do a better job.
