As mentioned that is normal for Linux, MS Windows and MAC. I checked to verify that dconf it is in the Raspbian Buster repository but have not actually tried it myself.

If you are using autostart then make sure it contains these lines:

@lxpanel --profile LXDE-pi
@pcmanfm --desktop --profile LXDE-pi
Open a terminal from the right click menu then you can use nano to make the edits.

I would go with a simpler approach..... assuming you are using a smart SLA charger which will automatically go to float charge mode when charging is complete.... I'm also trying to install Etcher for Raspbian as I now use it as my main desktop but there doesn't seem to be a version for this platform. Strange that the Raspberry Pi Foundation recommend it! There is a version for Debian but not sure how to access it. Apt install doesn't find the etcher package...

How did you install the module?
