I have no problem with Add/Remove Software or Synaptic running Buster on RPi3B+.

On Raspberry Pi < 4, you had to set "hdmi_blanking=1" in config.txt to get DPMS blanking to work. With that option set, it Just Works, though. I doubt C75 is shorted. If you remove power and Ohm test 3V3 to ground then you will find a dead short. This means that all components connected to 3V3 will measure 0V when powered on.... Yes, DPMS seems to be broken on Pi 4. I don't know about the official screen but even in Jessie & Stretch with a standard HDMI monitor.... DPMS only blanked the screen and did not put the monitor in any form of standby or turn off backlight etc. So xset dpms 600 600 600 was equivalent to xset s 600...

I reinstalled and still same problem. Did it ever work in Stretch? I noticed that if I use obconf to set multiple desktops then all the hot keys don't work anymore even after changing back to 1 desktop. (Stretch & Buster) [Ctrl] [Alt] t [Window logo key] or [Ctrl] [Esc] [Alt] [F2] or [F4] etc.........

You need to either use raspi-config or the config gui to enable composite, or edit config.txt and add enable_tvout=1 We had to disable composite by default for performance reasons, but this does mean that the Pi4 runs more slowly when composite is enabled. Don't even try to enable pixel doubling if you don't have a high resolution monitor! The screen will be zoomed in too far and be unusable.
