My Samsung 650 series has one normal USB port and a "HDD" one specifically for powering drives (manual says max current draw is 1.5A). Just tested it and powers the RasPi fine...

This isn't true - all orders and logistics are dealt with by RS - the Raspberry Pi website and domain is not involved at all.

I can only suggest that you contact them again and speak to someone else, because what you have been told is wrong.
