Usually, what you're talking about would be in /var/www/html or maybe /var/www

If you can't access ip.ad.dr.ess/phpmyadmin, for example, then it isn't installed at all or it isn't installed in the right place.

If the Pi runs fine with a different SD card then you've pretty much narrowed it down to the SD card that keeps crashing it. I've just had similar on a Pi 3b+. I'd do it on the Pi. I've just upgraded 3 Pi security cameras by taking the SD cards out and putting them into new Pis. I'd have had to mess around on the router if it wasn't in dhcpcd.conf.
