on my setups 5v 2A PSUs are restricted to:
RPi1B+, RPiA+, RPiZero, RPiZW, RPiZWH.

@ LTolledo, Have you tried a large file copy operation between the two HDD, or configuring them as a RAID? Nope, didn't tried it when I posted it, as I needed to "recharge my internal batteries" :D Did tried some file copy later on... a single 500MB file from a network share to each HDD, and it did...

Hmmm.... as a "collector" me got interested one time at acquiring the Jetson Nano Developer kit... as its price is almost the same as a RPi4B-2G set combo here.

I may be able persuade the CFO for some budget.... so just keeping my fingers crossed and hopes up :D

On my RPi3B+ Raspbian Stretch Full Desktop, booting natively on Crucial BX500 SSD, sometimes I would boot it up (unknowingly) with a 2.5" 2TB Seagate HDD in Orico Clear SATA to USB3.0 HDD case-adapter (bus powered) still attached. somehow it always booted.... just lucky perhaps... and just to confir...

Try Kodi.... been watching movies in full screen mode ever since when I started with the RPi3B.... and just finished a couple of videos (also in full screen mode) on my RPi4B-4G desktop, connected to big screen TV. sometimes I would plug in my old HDD with movies and videos.... Kodi can access those...

Nope, you're not alone....
might upgrade my old projects (based on RPi1B+, and RPi2Bv1.2) to the RPi3B+ as well...
but my RPi3B desktop will remain the same (just upgrade to Buster) :D

As long as 5v is supplied to the RPi board, even after "shutdown" or "poweroff" commands, the red LED, HDD LEDS (if connected), fan (connected to GPIO header) remains ON, even if using raspbian installed via NOOBS, PINN, Etcher, Win32DiskImager, dd, PieBaker, etc. the results will always be the same...

but it can get better
i suggest you re-do wire soldering on PP2 (its dangerously close to PP5) and keep exposed wire to less than 1mm above the solder point and the wire insulator.
