rc.local is working

Programs started from rc.local have root privileges by default. "sudo" is not needed here. You may use "sudo -u pi ..." if you want to run your program as pi from rc.local.
Replace ~/radio/... by /home/pi/radio/...

Please check what login shell is configured for the user. If you didn't specify it when creating the user, the default should be /bin/sh. Check the output of echo $0 in a terminal or on the console. There is most likely only the apache2 webserver installed, but the the owncloud installation changed the configuration. Nobody can help you unless you explain, how you installed owncloud. Why did you edit /etc/ssh/ssh_config? This is the client configuration, not the server configuration.

Try

sudo systemctl enable ssh
sudo systemctl start ssh
or use raspi-config (command line interface) or Raspberry Pi Configuration (desktop application) to enable the ssh service.

There exists another reason to avoid NOOBS already for a long time. NOOBS is not supposed to get updated. If you obtain a new Raspberry Pi model, you can't reuse your existing SD cards without new installation from scratch.

The server's (solariss.penv.com) key is refused by the client (pi@mpulse) here, because the server is already known with a different key. If you are sure, that the server's key actually has changed, you can remove the invalid former key from your client's "known_hosts" file as suggested in the error...
