The .local names are advertised by Avahi (mDNS / zeroconf) on Linux. Windows 8 does not support that out of the box. You will need to install something like Apple's Bonjour

You need admin rights to edit that file. Try

Leads and connectors checked. I didn't find a config file but, added one as advised in another post. Added hdmi_force_hotplug=1 as per instructions but, still no go. Versions of some of those packages seem to be 'old'.
Run 'sudo apt update' and try again.

If that does not help I would wait a couple of hours and try again...

What I really want is the HDMI display when its plugged in at boot to be screen 0 and the LCD to be screen 1. If the HDMI is not plugged in at boot, then the LCD should be screen 0. Be aware you used pip and not pip3.

pip is the support package for Python 2
IIRC It's actually more complicated than that. With pip It depends on which version was installed last. If you install pip3 after pip2 then pip will point to pip3.

With stretch being end of life I wasn't expecting any updates and then when I saw a bunch of stuff I was a little concerned.
It will still get security updates for quite a while.
