Avec tous les Pi sauf le 4, changer la SD change absolument tout: boot et OS.

Avec Pi 4, il y a du micrologiciel résident pour le boot (un peu manière Bios dans un PC). Changer la SD change presque tout: chargement de l'OS (phase 2 du boot), OS.

Dans tous les cas l'OS change si on flashe la SD.

Does Raspbian show the same behavior?
If not, check the firmware / software versions kernel config/source tree it ships with, and port that to your buildroot environment.

I don’t think I suggested you used WiFi.
You want a Pi as a router. Documentation on how to do this is available.
