That smaller 4 pin header is for the POE (Power Over Ethernet) Hat, ignore it. ;)
The 40 pin header is the GPIO Header, it's the one you want to use.

Click the Raspberry, go to Preferences and select Raspberry Pi Configuration. Then in the Boot option under the System tab, change it to "To CLI". To get the desktop back from command line you run raspi-config.

I'm using 3A+'s running Motion Eye as networked cameras. I tried a Pi Zero but the video feed was choppy and lagged a lot. I run at 720P, 1280 by 720. I get about 20 FPS over my WIFI. 3A+'s are nice cost saving over a 3B+ . It also let me run a Pan Tilt on one of them. :)

The last version 2 camera I bought came with one in the box. Most of my cameras have been fine out of the box, no adjustment needed. So far I've only had to adjust one.

I install the "with Desktop" version of Raspbian even if that Pi will be run headless. I just find it easier to do my setup from the GUI. Once I'm all done I go into the Raspberry Pi configuration menu and set it so it boots to command line. No point in booting to a GUI with no monitor connected and...

If you put a female header on the bottom side of a Pi Zero, and a male header on the top of a pHat. The opposite of a normal setup. The pHat will plug in under the Zero. It will be behind by how long its been off for. If it has Internet access it will sync with an internet time server and update to the current time for the time zone its set to. Usually within a minute or two of getting an Internet connection.

Windows 10 Internet Of Things will run on a Raspberry Pi, calling it "Windows" is IMHO a stretch though. Its a pretty basic not much of anything interface. And likely not the Windows the OP was thinking he might run on a Pi.
