I can post the source code somewhere if you wish. As I say there is still work to do to add the audio changes that 10586 brings and some of the called APIs need verifying with the changes. Other than that it works 'out of the box' in 10585 and 10240. It is in Alpha (barely) so somethings don't yet q...

Make sure you have installed VS update 1 correctly. Not applying the updates in full or in the wrong order can cause what you are seeing. AFAIK there is only a US English keyboard and OS language (i.e. error messages, etc.) in 10586 Win IoT. MS have announced no plan to offer any alternatives at present.

Culture and UI Culture can be changed though to anything required, even on a thread by thread basis. (see MS docs)

Without some form of Windows platform to host connection, development, etc., it is not possible to use and deploy to the Windows 10 Core IoT Pi (as supported by Microsoft).

Some functionality is available without Windows, but it is quite limited in its effects and reach.
