The command not found issue is caused by one failing to execute the line: remove-module psreadline -force before executing Enter-PSSession. I've seen the instance where one sees "Command 'whatever' cannot be found." I'm not sure what it is but if you simply press enter again it will execute anyway. At least it does for me. Similarly, if msvsmon is not running on the device you will not be able to deploy an application to it. There are a number of other security enhancements planned but I am not currently at liberty to discuss them.

A more accurate timing mechanism is under consideration but it may not make it into the product by RTM (if at all). I will keep you updated when I hear more.

The unclean circle rotation is normal. It can take quite some time to complete the boot process after that. I have seen it take up to ten minutes my self on the first boot. I've seen the devcon command not found issue too. I have it on my list of issues to raise with the product group.
I have also seen graphics issues when folk convert the HDMI output of the RPi2 to VGA. If you can't use HDMI then you should find a monitor that supports DVI. That conversion is ok.

My colleague is only partially wrong.
Katana is an implementation of OWIN that runs on ASP.Net thus it required IIS.
I don't know of an OWIN implementation that will currently run on a IoT device. At this time I would suggest you look at node.js which is currently supported.

You are using a version of dism that is too old and does not include support for writing Win 10 IoT images. You must use the version that is installed with the Windows 10 preview or by downloading the Windows 10 ADK.
