For your information, I have now reverted to kernel 4.4.11-v7+ #888 and your build of Kodi 17 is again working fine when displaying h265 video files. :-)

Well, in my case I have exhausted many options and therefore everything now points to a hardware issue. I have a new RPi 3 on order and will try again. It does sound like your issue is power related. Is it powered through a hub? It'll be 450 MHz actual clock, but it's ddr ram (double data rate) so each clock cycle is effectively doubled so giving the 900MHz figure. Completely normal. :-)
