As long as the outside one can connect to your WiFi, then this is a job for MQTT

the lights are 220v ac without any transformer Sorry - I didn't notice that bit! It could be technically possible that they may respond OK to the dimming controller (but they may not) Only trying them out would tell. But I'd always warn someone that DIY mixing mains electricity and Pi is not recomm...

Those LED lights will powered from their own transformer and rectifier and will be incompatible with a mains dimmer (most Christmas lights are like this nowadays)

MQTT is a protocol that works fine for most of us.

There are issues from time to time with running the mosquitto MQTT broker on a Pi

What are you trying to do? (and what make of Pi are you trying to do it on?)

and it should work with local keyboard and mouse.
This is the bit I don't know about - it might be that the standard VNC server does not show the "real" desktop

If that is true, then I can see your need for X11VNC

You've followed a really old piece of information

If you've just started with a pi - I'd recommend wiping and starting over again

The just run sudo raspi-config in a terminal window , click on interfaces and go down to VNC and select and enable it

It really, really is the prime suspect.

If it is the only thing plugged in at the time when the USB power fails - it is the No 1 suspect

Most of the boards died (I have killed 3 of them this way) when I was connecting the HP wireless dongle
Occam's Razor means that its your wireless dongle that is suspect

Please search for mDNS, Zeroconf, avahi and / or Bonjour on this forum
AFAIK using names to find access your pi on a windows network is still broken (very unreliable) following a windows update back in spring so its not an option at the moment
