Fuses on Atmega328

I read the fuses on the default atmega328p on the gertboard and it points to an external full swing crystal. I guess my question is what is the default clock speed of the atmega on the gertboard and what should I be setting my F_CPU to when I program it?

Any tips on what to look for as far as polarity in the library? Meaning I'm unfamiliar with serial polarity, what would setting it look like?

If i put code onto the atmega on the gertboard via the rpi and have certain other devices powered and doing things totally in control of the gertboard, can i unplug the gertboard from the rpi and just deliver power to the gerboard and things should work fine? Is there a way to use the 5v output of the gertboard to power a breadboard? Gertboard LEDs wont' turn off(SOlved)

My gertboard LEDs have gone solid red since I put the 3v3 jumper in place. Even when i reboot the PI the LEDs stay solid red. Only way to get them off is to pull power. However when I put power back in, they immediately go all RED again. Is my gertboard bricked? How can I fix?

When I install the 3v3 jumper all of the LEDs on my board stay lit up all the time. Is that how its supposed to be?
